Clearing Additional Credential Renewal Requirements


If any of these renewal requirements are posted on a preliminary credential, the recommendation for a clear credential is pending evidence of completion sent electronically to the EBIC Office.


              Requirements How to Clear the Renewal Requirement
Health Ed.  Coursework from an IHE covering nutrition and substance abuse

Coursework from and IHE covering the use of technology in the classroom setting or obtaining CTAP Level II Certification.

CPR  Evidence of completion of CPR training covering Adult, Infant, and Child Cerfication that meets the same standards set by the American Red Cross or American Heart Association.  Online CPR not acceptable.
English Learner Authorization

Obtain by passage of CTEL Exam (Go to of approved coursework.  For a list of approved program go to : 

Subject Matter Competence Passage of appropriate CSET Exam. (Go to for more information.)  Test preparation for the CSET exam may be available through local office of education.
 Basic Skills Passage of CBEST exam. (Go to for information.)  Test preparations for the CBEST exam may be available through the local office of education.  Other options for meeting this requirement are listed on CTC Coded Correcspondence CL667:
Developing English Language Skills Including Reading Passage of RICA Exam (Go to  Test preparation for the RICA exam may be available through the local office of education.
US Constitution Passage of approved coursework or exam.  Available options include coursework from UCLA-Extension, Notre Dame de Namur online exam, or Cal Lutheran University courses.  See the websites of these universities for more information.
Preliminary Program Equivalence (L1 Ed Specialist)

Submit one of these:

  1. Student Teaching - Original letter on an official letterhead from the university where they completed a teacher preparation program that verified that it was complete in a classroom with only students of (the specialty area)
  2. Experience:  Original letter on an official letterhead from the employer verifying that they have two or more years of full-time experience in a classroom with only students of (the specialty area).  The experience must have been completed at an out-of-state public or regionally-accredited private school.  This experience must have been completed in another state prior to receiving the California Level 1 credential.
  3. Verification by a California university:  A letter from a CA university with an approved preliminary ED Specialist program verifying equivalency.
