What is Induction?

Employees of Newark Unified School District are eligible to participate in East Bay Induction to clear their preliminary Multiple Subject credential, Single Subject credential and/or education Specialist credential at no cost through East Bay Induction Consortium.


What is CTIP?

The California Teacher Induction Program (CTIP) formerly known as "Beginning Teacher Support and Assessment (BTSA) Induction" is a program sponsored by the California Commission on Teacher Credentialing (CCTC) designed to support the professional development of newly-credentialed Credential Candidates and fulfill the requirements for the California Professional Clear Multiple/Single Subject, and Education Specialist Instruction Credential.  The CTIP provides formative assessment, individualized support, and advanced content for newly-credentialed teachers.  Senate Bill 2042 identified it as the only pathway to a clear credential.  While the name changed in 2014, the intent and purpose remains the same.


Teacher Induction Program Goals

  • Provide an effective transition into the teaching career.
  • Improve the educational performance of students through improved training, information, and assistance for new teachers.
  • Enable the Credential Candidate to be effective in teaching students who are culturally, linguistically, and academically diverse.
  • Ensure the professional success and retention of new teachers.
  • Ensure that a Support Provider/Mentor provides intensive individualized support and assistance to each participating beginning teacher.
  • Ensure that a Individual Learning Plan (ILP) is in place for each beginning teacher and is based on an ongoing assessment of the development of the beginning teacher.
  • Ensure continuous program improvement through ongoing research, development, and evaluation.

East Bay Induction Consortium is a commission approved Induction program that supports public and private schools.  The East Bay Induction Consortium "EBIC" is one of 156 active Induction programs throughout the state of California.  Newark Unified School District is the local educational agency (LEA) for this Induction program.




East Bay Induction Consortium (EBIC) is a collaborative network of professional educators who support and mentor teachers with a preliminary teaching credential through the requirements of Induction that lead to a professional clear credential.  Through a structured system of formative assessment, research-based inquiry, and data analysis, EBIC is committed to empowering teachers ...

  • to be reflective practitioners and lifelong learners,
  • to be prepared to  meet the needs of their diverse teaching population, and
  • to strive for student success in academics, character development and civic participation.


Since 2014, EBIC operates two commission-approved Induction programs.  It is approved to support general education and special education teachers in public or private institutions who need to clear a preliminary multiple or single subject credential, a Level I Education Specialist credential or a preliminary Education Specialist credential.  The EBIC program is designed for completion in two years.


The EBIC Leadership Team consists of an Induction Director, a Coordinator for Private and Charter Schools, and an Administrative Secretary.  Our goal is to ensure that all qualified Induction Credential Candidates have access to an effective and high quality professional Induction program.  Connections with local institutions of higher education (IHE) have been established to promote professional support and collaboration.  The Induction Director and/or Coordinator provide day-to-day coordination within the local school districts, and are responsible for implementing and coordinating local support, and ensuring program accountability and quality.  The Leadership Team meets monthly to develop or revise program policy and to monitor and assess the implementation of the induction program.


An Advisory Council whose members represent teachers, administrators and board members from all partner districts or schools provide additional support and guidance in matters of program implementation, and evaluation.  The Induction Director serves as program manager and executive officer of the Advisory Council.
